Look at sequences and connections
A pressure can affect the ability to respond to another pressure. Disruption can also move through shared dependencies such as energy, transport, water, and communications. The relevant combination depends on the organisation and location. Start with critical functions and explore how their failure or recovery could be affected by more than one condition.
Avoid simply adding scores
Indices from separate hazard models may use different scales, assumptions, and definitions. Adding them can create a precise-looking number with no defensible interpretation. Where a combined measure is used, document the method and evaluate it for the intended purpose. Qualitative scenario exercises can be a useful complement when numerical evidence is limited.
Test the response plan
Ask whether backup arrangements share the same dependencies, whether staff can reach the site, and whether recovery resources would be available after a wider event. Use relevant evidence and expertise to develop plausible exercises. The aim is not to predict every combination, but to identify fragile assumptions and options for a more adaptable system.
