Choose the relevant exposure
Identify who or what is exposed, at what time, and for how long. Daytime surface temperature may help explore one pattern while missing a different issue at night. A regional average can also hide important street-level variation. Use the metric that fits the decision instead of selecting the one that is easiest to display.
Connect place with vulnerability
Access to cooling, building conditions, mobility, health, and social circumstances can change how heat is experienced. Engage the people and organisations who understand those conditions. Avoid assuming that mapped temperature alone identifies every priority group. A useful planning process can combine geographic screening with appropriate local evidence and community input.
Evaluate the whole intervention
Shade, planting, ventilation, material changes, and operational measures have different benefits and constraints. Consider maintenance, water demand, seasonal effects, access, and who benefits. Define what you expect the intervention to change and how that change will be evaluated. A measure should fit the local system rather than just improve the appearance of a map.
